Yesterday, September 8, 2026, the Official Gazette of the Federation (DOF) was published Agreement of the Plenary of the Telecommunications Regulatory Commission (CRT) establishing simplification actions for procedures related to the Public Registry of Telecommunications.
Objective: Eliminate unnecessary administrative burdens, reduce bureaucratic costs and management times, and promote a regulator-regulated relationship based on legal certainty, transparency and operational efficiency.
Main measures:
- Elimination of physical requirements: The requirement to physically submit certain requirements is eliminated in three specific procedures (payment of fees, free written request for removal of private sites and cancellation of access).
- Mandatory use of the Electronic Window: All procedures and notices must be processed exclusively through the Electronic Window, with the exception of certain procedures of concessionaires for community, indigenous or Afro-Mexican social use, which may also be presented before the Records Office.
- Merger of SNII procedures: Procedures of the National Infrastructure Information System (registration/update, private sites, consultations and cancellation of access) are merged, reducing them from 8 modalities to 4 simplified procedures.
- Conversion of procedures to notices in the Public Registry of Concessions: 16 procedures of the Public Registry of Concessions are simplified, most of them becoming notices with immediate response (rates, share structure, sale of shares, adhesion contracts, agreements, interconnection points, among others).
- Reduction of deadlines: The process for accreditation/revocation of legal representative is reduced from 30 to 5 business days, and the process for accessing the Electronic Window from 10 to 5 business days.
- Validation QR code: The registration certificates derived from the notices will have a QR code as a document validation mechanism that allows verification of authenticity, integrity and traceability.
- False documentation and artificial intelligence: It is established that apocryphal, altered or false documentation will be reported to the competent authorities, clarifying that the legitimate use of AI tools does not generate a presumption of irregularity.
Entry into force: The day after its publication in the Official Gazette of the Federation (i.e., September 9, 2026), the CRT will have up to 15 business days to adapt its systems and platforms. Applications submitted before publication will be processed according to the regulations in force at the time of submission.
